ChatGPT Isn't Search Anymore, It's Checkout
On August 18, OpenAI announced ChatGPT Ads is expanding to 31 European countries, its largest geographic expansion so far. Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria are all on the list. The press coverage treated this as an ad-platform story. It is not. It is the monetization layer snapping onto a checkout layer that appeared just days earlier, when Yelp wired reservations directly into ChatGPT. Discovery is flipping from click to transaction inside the chat, and European brands just got the invoice for the new game.
The reservation was the tell
On August 10, Yelp announced that ChatGPT users in the U.S. and Canada can book a table or join a restaurant waitlist without leaving the conversation. ChatGPT finds the restaurant, shows available times, hands over a Yelp booking form, confirms the reservation. The user manages the booking on Yelp afterward, but the transaction never touches a website.
Notice what is missing from that flow. There is no click to optimize, no landing page to A/B test, no "top 10 blue links" to rank in. The journey starts with a question and ends with a confirmed booking, and the brand's website is not a stop on the route.
Yelp's own numbers explain why they built it. In Morning Consult research Yelp cites alongside the announcement, 65% of respondents said being able to take action, like making a reservation, on a trusted platform matters when they use AI for local discovery. Only 15% said they trust AI search "a lot," and 72% said AI platforms should always show where information comes from. People do not trust the machine enough to act on its word. They trust it enough to act when the action runs through a platform they already know. That is exactly the slot Yelp moved into, and it is the slot every local-discovery player is now fighting over.
For restaurant operators the mechanism is Yelp Guest Manager. For everyone else, read the pattern: the businesses bookable inside ChatGPT are the ones plugged into the platforms ChatGPT has deals with. Not the ones with the best website.
The checkout layer gets a meter
The European rollout is where the meter starts running. Ads reach 31 markets the week of August 24, initially through OpenAI's Ads Solutions team plus agency and technology partners, with self-serve Ads Manager access promised later this summer. Ads show only to Free and Go plan users. Pro and Enterprise stay ad-free. OpenAI says ads are labeled, kept separate from answers, and do not influence the answers themselves.
The ad product has been moving fast since the U.S. pilot in February. OpenAI has added conversion optimization beyond CPM and CPC bidding, geo-targeting and custom audiences, the OpenAI Pixel and Conversions API for off-platform measurement, and third-party measurement integrations. On August 24 it added automated bidding, platform-level targeting, and view-through conversions while expanding into Brazil and Mexico. Adweek reported on August 31 that the business crossed a $1 billion annualized run rate, with OpenAI's stated targets at $2.3 billion in ads revenue for 2026 and $100 billion by 2030. Run rate is a forward extrapolation, not cash in hand. Treat the number accordingly.
The sequence is now complete. Discovery happens in the chat. The transaction happens in the chat. And now the space around both is for sale across most of Western Europe.
The contrarian read: the SEO playbook for ChatGPT still circulating in most agencies is about winning clicks from AI answers. That playbook describes a surface that stopped existing in August. The surface now is a transaction layer with an ad layer bolted on, and optimizing for clicks on a transaction surface is like optimizing your storefront's paint job while customers order through the back window.
The targeting is still rough. That is not the point.
The honest counterweight comes from the data. SE Ranking analyzed more than 50,000 commercial prompts across 20 niches and found ads on roughly one in four, about 26%. Worse, the ads frequently sit next to unrelated topics. Independent research from SE Ranking, Emberos, and Seer Interactive, reported by Adweek on August 26, all points at the same gap: ChatGPT ads show little connection to the conversation they appear alongside. OpenAI is testing exclusion targeting to fix that. AdExchanger reports the channel is pitching CPMs around $60 while still searching for its ideal advertiser profile.
If you buy this channel today you are paying premium prices for rough targeting. I would wait for receipts before shifting serious budget. But the targeting roughness misses the structural point. Ads in ChatGPT are not mainly there to be clicked. They are there to keep your brand visible while the real action, the recommendation and the booking, happens in the answer. The click was the conversion event of the last era. On this surface, being named in the answer and being bookable from it are the events.
What the flip does to your measurement
The click flow is already reversing direction. iPullRank analyzed 13.1 billion search events from 9.1 million users and found ChatGPT draws a higher share of Google's paid clicks than any other major destination, trailing only YouTube, Google's own properties, Reddit, Facebook, and Wikipedia in total clicks. OpenAI is buying its way to the top of the old funnel while building the new one.
Now the operational problem nobody has solved. A transaction that completes inside a chat sends no referrer, registers no click, and carries no UTM. If a customer books your restaurant through ChatGPT, your analytics shows nothing, and your attribution model has nothing to argue about. We laid out the measurement side of this in the 5-layer AI search fix. The checkout flip makes it concrete: the conversion is invisible to a click-based stack by construction.
| Old game: optimize for clicks | New game: be the transaction surface | |
|---|---|---|
| Where discovery happens | Search results page | Inside the chat answer |
| What a win looks like | Click, session, on-site conversion | Brand named in the answer; action completed in-chat |
| What you control | Your landing page | Your feeds, APIs, and booking integrations |
| What you measure | CTR, rank, last-click conversions | Citation rate, booking source fields, downstream demand |
| Who stands between you and the customer | The search engine's links | The platform whose rails the transaction runs on |
The last row is the one to sit with. In the click era, Google stood between you and the customer but handed the customer over at the click. In the checkout era, the transaction runs on someone else's rails end to end. Yelp's rails today, OpenAI's tomorrow. Being on those rails beats being absent from them, but the dependency is real, and the platform fee will not stay zero forever.
What to actually do
Find your reservation button. The question is no longer "do we rank" but "what is our in-chat transaction surface?" For restaurants and local services, the concrete answer today is Yelp Guest Manager: get on the rails ChatGPT already rides. For everyone else, name the API, MCP connector, feed, or partner integration that would let someone act on your business without leaving a conversation. If the answer is nothing, that is the roadmap item.
Get cited, because citations are the new click. In-chat transactions start with a recommendation, and recommendations start with being a source the model trusts. Yelp claims the most-cited home services discovery platform position, with a 3.4x citation lead over its nearest competitor. Visibility in the answer is the top of this funnel, and the SEO hub is where we keep tracking how that visibility gets earned and measured.
Wire the measurement before you buy ads. If you test ChatGPT Ads in the new European markets, add the source-of-booking field at the point of transaction now. Train the front desk and the CRM to ask how the booking arrived. A campaign report full of clicks will not show you the in-chat bookings, and nobody else's dashboard will catch them either.
One dependency to watch with eyes open. The whole checkout model rests on the answers staying trustworthy. OpenAI commits to labeled ads, separation from answers, and no influence on what the model says. If that line ever blurs, the trust that makes in-chat transactions possible goes with it. Adweek's exclusion-targeting report and the AdExchanger skepticism about $60 CPMs say the market will police this closely. We will be watching the same way we watched Reddit's citations drop 86% in four days: these surfaces move fast, and the brands that get locked in early are not always the ones who benefit.
The verdict: stop optimizing the click and start owning the transaction surface. ChatGPT is not a search engine you can still treat as a traffic source. As of August it is a place where a customer asks a question and leaves with a confirmed booking, and as of this week that flow is monetized across 31 European countries. The brands that win this era are bookable inside the answer, cited in it, and measuring it, in that order. Everyone else keeps polishing landing pages for clicks that stopped coming.
This is the transaction half of our AI search coverage; the measurement half lives in the 5-layer fix, and the spending side of OpenAI's plans got its own treatment when we covered agents that spend money without you.
